The 105th Congress has completed its work on the many issues with which we were working.  To get a summary of the final disposition of these issues, click on the links to each subsection.

WIPO

The WIPO  (World Intellectual Property  Organization) authorizing legislation now known as the Digital Millennium Copyright Act has passed the House and Senate and with the President's signature has become public law 105-304.   A complete history of the WIPO legislation is currently under construction.  However, major components of that history are available on our WIPO page. A timeline chronicling passage of H.R. 2281 as well as legislation that was either included in or competed with the DMCA is now available.

Database

After an agreement in the House and Senate, the Collections of Information Antipiracy Act or "Database" has been dropped until the beginning of the 106th Congress.The two competing database bills were H.R. 2652 and S. 2291.

UCC2B

UCC2B is also known as the Uniform Commercial Code, and Section 2B  is a part of that code.  This is not legislation but "rule-making" and so it continues to be active even when Congress is out of session.

On-Line

This legislation was included in the final version of the Digital Millennium Copyright Act.  Originally known as H.R. 2180, "On-Line Copyright Liability Limitation Act" legislation transmuted into H.R. 3209 and was then folded into H.R. 2281.
